Newington TPZ Approves Theater Permit, Renews Dog-Sitting License at July Meeting

CT NEWINGTON — Newington's Planning and Zoning Commission unanimously approved a special permit for a 264-seat performing arts center inside an existing warehouse at 50 Rockwell Road. Acting Town Planner Eric Hinckley confirmed that the fire marshal had reviewed and approved the proposed use, and applicant Christopher O'Neill, owner of 50 Rockwell Road LLC, told commissioners the theater's evening-and-weekend schedule would not overlap with the building's existing daytime commercial tenant, leaving the 157-space lot well above the zoning requirement of 66 spaces at full house. The commission also unanimously approved a three-year renewal of a home occupation dog-care permit for Amy Costanzo at 172 Indian Hill Road, carrying forward four conditions from an original stipulated judgment including a five-client-dog cap and a two-dog overnight limit.

In a non-vote pre-application, Cara Bushy of Tolland presented plans for Blade and Bloom, a meal-prep and grab-and-go food company set to occupy the former Newington Meat Market at 847 Main Street, with Hinckley ruling the use equal to or less intense than the prior occupancy — meaning no formal zoning approval is required.

NEWINGTON — July 22, 2026 — The Newington Town Planning and Zoning Commission approved a special permit Wednesday night for a 264-seat theater and performing arts facility at 50 Rockwell Road, marking a new cultural use for an existing office-and-warehouse building in the town's planned development zone.

The commission also renewed a home occupation permit for a dog-care business on Indian Hill Road and heard a pre-application presentation from a meal-prep startup seeking to occupy the former Newington Meat Market on Main Street. Both actions were unanimous.

Commission Chairman Tobieski opened the public hearing on TPZ-26-12 with applicant contact Christopher O'Neill, owner of 50 Rockwell Road LLC, appearing by Zoom. O'Neill, of 45 Avery Road in Newington, presented a schematic design for a performing arts academy that would occupy 14,579 square feet of warehouse space within the existing building. The proposal includes two theaters — a main stage of 3,500 square feet and a black box theater of roughly 1,200 square feet — along with a lobby, box office, concessions, rehearsal rooms, costume shops, and scene shops. The main theater would seat 264.

O'Neill told commissioners that the theater's schedule is designed to complement, not conflict with, the building's existing daytime tenant. Performances and rehearsals run primarily on weekday evenings and weekends, while the current office occupant operates a standard nine-to-five schedule.

Parking drew the most commissioner attention. Commissioner Harpy asked O'Neill to walk through the numbers. O'Neill said zoning regulations require one space per four auditorium seats, yielding a maximum demand of 66 spaces. The lot contains approximately 157 spaces, leaving ample room even at full capacity. Acting Town Planner Eric Hinckley confirmed the fire marshal had reviewed and approved the proposed use and occupancy.

Commissioner Keynes noted that staff had recommended two conditions: re-striping parking spaces in the southeasterly corner of the lot in conformance with the prior approved site plan, and removing stockpiled material — mulch, stone, and similar debris — from that same corner. O'Neill agreed without objection.

Commissioner Woods moved to close the public hearing and advance the item to a vote the same evening. The motion carried, and the commission then voted to approve TPZ-26-12 subject to the two conditions.

The commission next took up TPZ-26-15, a renewal of special permit 34-17 for a home occupation dog-care business at 172 Indian Hill Road, operated by Amy Costanzo. Hinckley noted the commission had received no complaints during the prior permit term. Four conditions attached to the original stipulated judgment were carried forward: a cap of five client dogs on the property at one time, a maximum of two dogs for overnight stays, a prohibition on client dogs barking to the point of nuisance, and a requirement that existing perimeter fencing be maintained or replaced with an equally effective buffer. The commission approved a three-year renewal — the maximum term allowed — unanimously.

After those votes, the commission heard a pre-application from Cara Bushy, of 393 Crystal Lake Road in Tolland, who is seeking to open Blade and Bloom, a meal-prep and grab-and-go food business, at 847 Main Street, the former Newington Meat Market. Hinckley told commissioners the property is a nonconforming commercial use on a residential lot and that a like-for-like use requires no formal zoning approval. Bushy described a business with no indoor or outdoor seating, no alcohol, no third-party delivery services such as DoorDash, and hours of Tuesday through Friday 10 a.m. to 5 p.m., with one late evening Thursday, and Saturday 10 a.m. to 4 p.m. Commissioners offered informal support, and Hinckley confirmed he has authority to process whatever building and zoning permits the project requires without returning to the full commission.

Why It Matters

The theater approval gives 50 Rockwell Road a new arts-and-education tenant in a zone that already accommodates mixed commercial uses, and it comes without any new construction or changes to the building's footprint or exterior, beyond potential signage and a marquee.
