EMS Committee · Meeting of April 16, 2026

CT NEWINGTON — The Newington EMS Committee unanimously approved prior minutes and reviewed provider performance at its April 16 meeting. Chairperson Ed Noivo oversaw the session, which heard from Newington EMS Chief Scott Mangan that the department went out of service three times due to staffing shortages, with American Medical Response providing backup coverage and no service loss to town residents. Emergency Management Director Matthew D'Esposito will work with Noivo to draft the Newington EMS service contract, while American Medical Response Representative Kate Citta reported her agency is completing its contract proposal.

AMR response-time compliance data from December 2025 through March 2026 ranged from 87 to 98.6 percent across Priority 1 and Priority 2 call categories. A special committee meeting will be called once AMR submits its proposed contract for review and recommendation to Council.
