Town Plan & Zoning Commission · Meeting of April 22, 2026

CT NEWINGTON — Newington zoning board unanimously approved beer and wine sales for Kitts Lane restaurant. The Town Plan and Zoning Commission approved a special permit for Siyu Xiao to sell beer and wine at a restaurant at 196 Kitts Lane in the Business-Berlin Turnpike zone, operating 11 a.m. to 9:30 p.m. without liquor or bar service. Commissioner Joseph Harpie raised questions about distance requirements from medical facilities; Town Planner Paul Dickson confirmed existing liquor permits are grandfathered if a medical facility opens later.

The permit was approved 7-0. The Commission also gave informal approval for staff to proceed with drafting zoning amendments under Public Act 25-1.
